Chief Luther Reynolds

Dear FBI NEIA Members:

On Monday, May 22nd, 2023 the FBI National Executive Institute Associates lost to complications from cancer its Executive Director, Charleston, South Carolina Police Chief Luther Reynolds. Chief Reynolds stepped forward to serve as FBI NEIA Executive Director in October of 2020 and continued to serve the Executive Board and his colleagues in the Association with strength, insight, and dedication until he entered hospice care just a few days ago.

Chief Reynolds was appointed Chief of the Charleston Police Department on April 19th of 2018. Over the prior 29 years he served the Montgomery County, Maryland Police Department holding all ranks beginning as a Patrol Officer and retiring as Assistant Chief.

Chief Reynolds was known for his exceptional ability to bond with the community and with Department members as Chief of Charleston PD. He was also very active at the national level in the FBI NEIA organization as well as the Major Cities Chiefs' Association and as a Board Member with Police Executive Research Forum.

Chief Reynolds was a man who inspired and assured others. His touchstones were his faith, his family, and his motivation to do justice and undo injustice through police leadership. Chief Reynolds was a leader whose professional insight combined with decency toward others made people want to step forward and do the right thing.

David Weisz, FBI NEIA Deputy Director, remembered Chief Reynolds as "one of the most dedicated law enforcement leaders I have had the pleasure and honor to work with. He will be missed by many, but the legacy he leaves behind will last forever."

Chelsea Frances, now with Chicago Police Department and who also serves as the Chief's Executive Assistant in his role with the Association, recalls Chief Reynolds' mantra to "always leave things better than you found them" in taking this approach, he not only impacted police services but many individual lives as well. For now that Chief Reynolds has left us, it is clear we are all better people for knowing him.

This was one of the world's deeply good people. He will be sorely missed by the FBI NEIA, the Charleston community, and the entire law enforcement profession. Information regarding Chief Reynolds' memorial service is provided below.

FBI National Executive Institute Associates

The FBI National Executive Institute Associates (NEIA) is a private, non-profit organization, of chief executives of the largest law enforcement agencies throughout the U.S., Canada, Australia, and Europe. Representing a broad range of key Federal, state and local agencies, these top officials, totaling more than 1500, are all graduates of the FBI’s National Executive Institute (NEI), an intensive, three-week leadership training program held at the FBI Academy at Quantico, Virginia.

Established in 1976 in response to the Major Cities Chiefs’ Association’s (MCCA’s) request for a program designed specifically for the Nation’s highest ranking law enforcement executives, NEI soon opened its classes to international students. Today, 45 classes have graduated from NEI, which is widely recognized as one of the world’s premier law enforcement leadership training programs.

FBI NEIA Established for Graduates. In 1980, with the goals of providing continuing education and research findings and to enhance professionalism among their peers, a group of dedicated NEI graduates established NEIA. Among its myriad activities, FBI NEIA now conducts training conferences and webinars; publishes the quarterly newsletter, The Best of Us; presents the annual Penrith Award to a member for excellence in law enforcement leadership and administration; our Ethics Award, and grants the annual Monroe Scholarship to a member’s child who is pursuing an undergraduate or graduate degree.

The FBI NEIA will strengthen effectiveness, justice and foresight in law enforcement leadership and enable law enforcement leaders to build safer, more ethical and civil communities.

MISSION

The FBI NEIA focuses on emerging issues of policy and practice in law enforcement globally. We assist law enforcement executives by building networks, mentoring, sharing unique experiences and future-casting. We engage with other public and private sector policy makers to build mutual understanding and collaborative action.

GUIDING PRINCIPLES

The FBI NEIA is guided by principles of integrity, responsibility, collaboration and civility in the pursuit of its vision and mission.
