Norfolk Green, like most Community Title residences, has rules which Residents and Owners are required to adhere to.

The Community Association is run by 3 elected representatives,
one from each "Stage" - The Community Association Executive.
All queries, complaints or compliments should be either directed
to the Executive or the Managing Agents, contact details of whom

The following are the Regulations adopted by the Norfolk Green
Community Executive Committee:
Noise
Residents (and guests) must not create noise, either on the
community property or in their lot, which is likely to interfere
with the peaceful enjoyment of other residents in their lot or
on the common property.
Road Rules: Accessways
Normal road rules apply to all roads within the Estate, to
ensure your safety whilst in the grounds, a 10 KP/H speed limit
applies to all roads within the community property.
Roundabout
Please be sure to keep left at the roundabout.
Parking
Parking of vehicles is not permitted on any roadway, nature
strip, or grassed area in front of houses.
Visitors must park in the designated visitors parking area, or
on the driveway of their invitees’ home.
Caravans, boats or trailers must not be parked on driveways or
grassed areas in front of houses. They can only be parked wholly
within the residents garage.
Trucks and the like are not permitted to be parked in driveways
or in front of houses, except during building operations, or the
loading or unloading of gardening materials or household items.
Residents are not permitted to park in any visitor parking area.
Communal Facilities and Land
All Community Association Property and Facilities thereon are
available for use by Owners, Occupiers and their Bonafide Guests
or Invitees ONLY for the purposes of family gatherings and
social events.
Guests are to be accompanied by a Resident or Owner of a lot
within the Estate at all times while in the Estate, other than
when entering or leaving Norfolk Green.
Communal Facilities comprises of property owned jointly by all
lot owners and includes:
Swimming pool, landscaped areas and car park, creek line and
adjoining vegetated land, tennis court, cabana, clubhouse, and
all access ways and adjoining grassed areas.
These facilities are provided for use by all residents in
accordance with the rules adopted by the Community Association.
The cost of their maintenance is paid by all owners through the
quarterly levy.
Guests must be accompanied by a resident when on the common
areas, and all children under 12 years must be supervised by an
adult while on Community property.
(i) Creek and adjoining vegetated land.
The Community Association is responsible for maintenance of this
area. It is illegal to deposit any material such as waste,
building materials, soil, and grass clippings in the Creek or on
the surrounding land. Any breaches of these regulations will be
reported to the EPA for action.
All residents should make sure that rubbish is disposed of in
the bin provided and that the bin is out on Thursday night for
collection.
(ii) Pool
Hours of use 6.00am to 9.00pm in Summer
6.00am to 8.00pm in Winter
The pool gate is to be kept closed at all times and locked when
leaving the pool area.
No glassware permitted within the pool area at any time.
Children under 12 years of age must be supervised by an adult.
Running, ball playing, noisy or hazardous behaviour is not
permitted in the pool area.
Proof of residence may be required by members of the
Neighbourhood and Community Association Executive Committees.
(iii) Tennis Courts
The courts are for use only between 7.00am and Sunset.
Tennis shoes must be worn when using the tennis courts.
Bookings are to be made on the form on the noticeboard located
in the Clubhouse, and can be made up to 14 days in advance.
Two hours is the maximum time on any one day that may be booked
by any resident, or group of residents, playing together.
Failure to commence use of the courts within 15 minutes of the
reservation period will result in the cancellation of the
booking.
Courts can only be used for playing tennis on. Gates are to be
locked after exiting.
Of the people using a court at least one must be a resident.
(iv) Car Park
The car park is provided solely for the use of visitors. No
resident is permitted to park a vehicle in this area.
(v) Clubhouse
The use of the clubhouse by persons under the age of 18 after
8PM without the supervision of a parent is not permitted.
Bookings are available for family/neighbourhood social
functions. The clubhouse may not be used for commercial
purposes.
A non-refundable booking fee of $25.00 for the exclusive use of
the clubhouse is required.
A refundable deposit of $100.00 is also required. Hirers will be
responsible for the costs of any breakage, repairs or additional
cleaning, which will be deducted from this deposit.
Clubhouse furniture is not to be taken out of the clubhouse. Booking the Clubhouse
This advice is a supplement to the By-Laws and Management
Statement for Norfolk Green Estate.
If you require any further clarification please do not hesitate

For exclusive use of the Clubhouse you must make a booking with
your Community Association Executive Member.

NOTE: Any use of the Clubhouse, where the number in
attendance exceeds 10 people, will require a booking. This will
entail a hire / booking fee of $25 and a security deposit of
$100.
The maximum number of guests allowed is 50.
Once booked, you are entitled to exclusive use of the Clubhouse
for the time period as noted on the website.
Please note, however that the other areas of Norfolk Green
Estate, such as the pool, cabana and tennis courts may still be
accessed and used by other residents during the time of your
booking.
GUIDELINES FOR HIRERS: Please take a few minutes to read
these guidelines.
This document has been prepared to assist in maintaining the
community's assets, including the Clubhouse and surrounding
grounds, and the general harmony within the Norfolk Green
Estate. Non-compliance with requirements will result in the
forfeiture of your $100 security deposit.
- Following your function, the Clubhouse is to be
cleaned by the hirer before the next booking or at
the latest 9am the next day (whichever occurs
first).
Failure to have the Clubhouse cleaned and back to
standard will result in the forfeiture of the
security deposit and more importantly, may cause
significant inconvenience to another resident for
the next use of the Clubhouse. Costs incurred for
engaging a cleaner will be passed back to the hirer.
- The costs of repairing damage, replacement of
broken fittings or furniture will be taken from the
security deposit, should this cost exceed the
deposit, an account for the excess amount will be
sent to the hirer.
- Bookings are limited to a morning, an afternoon,
or a night only on any one day and with no
bookings permitted on public holidays.
- Out of respect for the privacy of the immediate
neighbours, the Clubhouse is not to be used after
11pm and all activities must be confined within the
clubhouse after 10pm and noise resulting from the
use of the Clubhouse is to be kept to an absolute
minimum.
- When not in use, please ensure that the
Clubhouse's windows, kitchen shutter, all doors and
other facilities are securely locked.
- At the end of your function, all bins need to be
emptied (kitchen and toilets), and along with any
other rubbish, all waste is to be suitably wrapped
and disposed of in either the general waste or
recycling bins at the rear of the Clubhouse, or if
these bins are full, taken back to your own
residence for disposal.
- The kitchen floor and other tiled areas of the
toilets must be swept and mopped (there is a bucket
and mop stored in the corner of the disabled toilet
cubicle, which is at the end of the passageway). If
used, the BBQ and cabana area are also to be cleaned
and tidied.
MAKING A BOOKING:
Please follow these steps to secure your booking:
- Go to the Norfolk Green Website. Click on the Bookings
heading on the left hand side.
- You will see displayed the time slots for the Clubhouse
bookings. Slots already booked will be displayed, with the
address of the hirer. All time slots without addresses are
available at the time to be booked.
- Not the time that you wish to book and include it on a
booking form with your other details as required on the form.
- Give the form to your Community Association
representative together with 2 payments
a. $25 hiring fee
b. $100 deposit which is refundable after inspection.
These payments should be by cheques payable to The owners
of Community Association D/P 270038. Otherwise they should
be in cash. The community Association does not have the
facilities to accept credit cards.
CONFIRMING A BOOKING:
Once you have lodged your booking and payments with your
Community Association representative, they will place your
booking on the website so that other residents are aware that
the time slot is taken.
KEYS:
In the week preceding the day of your function, please liaise
with Community Association Executive from your Stage to agree on
a time to inspect the Clubhouse prior to your use and to receive
three "special use" keys.
- The first of these keys is for the lock-up cupboard next
to the kitchen. Stored in the cupboard area is a vacuum
cleaner, and at the conclusion of your function, the floor
of the Clubhouse should be vacuumed. There are also
laminated signs, which state "private function in progress".
These signs can be secured on the Clubhouse doors to
indicate a Private Function, with the exclusive access and
use in place. Replace liners for the kitchen bin are also
available in this cupboard.
- The second or the keys will open the roller shutter at
the servery area of the kitchen to the porch.
- The third key is for the lock on the window in each of
the three toilet areas.
PARKING:
Please advise your guests, (perhaps at time of sending out
the invitations), that parking of vehicles on any roadway,
nature strip or grassed area in front of houses is not
permitted.
Visitors must park in the designated visitors parking area,
on the driveway of their invitees' home or finally in a suitable
area along Badajoz Road. Guest cars left parked on the nature
strips and / or grassed areas will result in the forfeiture of
your security deposit and this money will be expatriated into
Norfolk Green's budget for the maintenance and repairs of the
common area lawns and gardens.
SECURITY: Please not the following important requirements:
- The maximum number of guests permitted is 50 and special
consideration may be needed by the hirer regarding security
requirements for parties. This may include careful
consideration as to whether the Norfolk Green Clubhouse is
the appropriate venue for your gathering and number of
guests.
- It is a condition that adequate adult supervision is
provided at any function or party for a person who is under
18 years of age, and that a minimum of two adults, who are
older that 18, are present at all times. At least one of
these adults must be from the household making the booking.
- No principal resident, their children or a guest are
permitted to make public access to a party invitation on a
social medium, eg; Facebook, Myspace.
- In using the Clubhouse and any of the communal
facilities, the resident making the booking fully
indemnifies all other residents against the actions, costs,
demands, expenses or claims if such should arise from one of
their guests, especially if alcohol is being served and
consumed.
CONCLUSION:
In the event of an inconsistency between the By-Laws and
Management Statement and booking form, the provisions of the
By-Laws (specifically By-Law 8.7) and Management Statement shall
prevail.
By-Law 8.7 states; "the community centre is for the use of
proprietors and occupiers of the lots and their bonafide
guests or invitees only, for the purpose of occasional family
gatherings or social events only. The owner or occupier of the
lot is to be in attendance at all times that the facilities are
in use by his/her visitors/guests. The centre is not to be used
for the purpose of profit, gambling, business enterprises or
meetings, other than designated Neighbourhood or Community
Meetings".
Garbage and Recycling
Garbage and recycling bins are provided for each lot and also
for the Communal Facilities. Residents are requested to put
these latter bins out for collection after using the Facilities.
Gardening
All gardens and lawns, except the nature strip, are the
responsibility of each home owner or tenant, and should be
properly maintained. Residents must not allow their plants to
grow onto the Community property ie, beyond the top of the
dividing fence.
Garbage Bins
The owner or occupier of the home must keep garbage bins on the
lot secure and hidden from view from the street and behind the
fence line of each lot.
Improvements/Alterations
Any improvements/alterations to any home, that is visible from
the street, must have written approval from the Executive
Committee of the Community Association prior to any alterations
or improvements being carried out. This includes
air-conditioning installations and the like.
No building modification, new construction or landscape
construction or modification may be commenced until plans and
specifications for it have been approved by the Executive
Committee, and Ryde City Council if required, as to suitability
and design, colour and materials, quality, harmony with existing
structures and landscaping, conformity with any applicable
architectural and landscape standards and preservation of
privacy for neighbours.
The plans and specifications submitted for approval by the
Executive Committee must show:
The nature, kind, shape, height, width, colour, size, materials
and location of the building modification, or new construction,
and show the nature and type of proposed landscaping material
and features. This also includes the removal of any trees or bushes at the front of the lot. If a tree/bush becomes a nuisance you must request Council and committee approval before removing said tree/bush and replace the tree/bush with a recommended species from the Vegetation & Landscaping Statement which can be obtained either by your committee member or strata manager.
The owner or occupier of a lot must not, except with the prior
consent of the Community Association, construct, install or
attach any television, radio, or other aerial, antenna, dish or
tower or any other transmitting or receiving device or any solar
energy collector panels and equipment associated with them, and
energy conversation equipment or a solar hot water
system and equipment associated with it, to the outside of any
building on a lot or the outside of any building containing a
lot or a structure on a lot (By-Law 5).
Installation of air-conditioning equipment also requires the
prior approval of the Community Association Committee.
Pets
Residents may keep one of the following animals as a pet: a dog,
a cat or a caged bird.
Dogs
Dogs are to be on a leash while on any Community property.
Owners will be responsible to remove any fouling on the
Community property caused by their pet.
Cats
Cats are required to have a collar with an operative bell
attached at all times and must be kept indoors at night time.
Note: Should complaints be received regarding the keeping of
pets, permission will be withdrawn for the keeping of that
animal.
Keys
Keys giving access to community facilities cannot be duplicated
