THE Sydney council at the centre of explosive ICAC revelations last month about the behaviour of one of its officers who turned a blind eye to prohibited sex premises has 17 illegal brothels operating within 600m of its chambers.
The revelation will raise concerns that one of Sydney’s major business centres, Chatswood – the commercial heart of the Willoughby Council area – has become Sydney’s emerging hub for illegal brothels….
…Mr Seage said all the illegal brothels identified were Asian-owned and operated, adding that Chatswood was now “outstripping even areas like Surry Hills” as a red light district for illegal brothels. “They are nothing more than havens for tax and welfare fraudsters, peddlers of unsafe sex practices, sex slaves and illegal immigrants.”
An illegal brothel is again thriving in Chatswood premises that were at the centre of a high-profile corruption scandal. Three years ago the Land and Environment Court ordered the Oriana Bath House, a brothel masquerading as a massage centre, closed. Yet today The Sun-Herald has found the Queen’s Sauna operating from the same spot and customers are reviewing its services on brothel review sites; its Korean body scrub is not what is bringing them in the door.
It was Mr Seage’s dossier of evidence that sparked an ICAC investigation into corruption at Willoughby Council. The inquiry found the council’s building inspector Edward Karkowski had been accepting free sexual services at the Chatswood-based Oriana Bath House in return for his ongoing silence about the true nature of the business.
In 2014, Wu’s “Sweet Baby” brothel was the subject of major unrest and legal action after it muscled its way into The Bentleigh, a 23-storey residential complex on Katherine Street, Chatswood.
One complaint to Willoughby Council described how families with children felt “awkward” inside their own building. An Asian female resident, meanwhile, was “propositioned” beside the ground-floor lifts by a brothel client who assumed she was a “worker”.

On September 18 a subscriber to Parlour Pages, Andrew, posted a review of his visit to Queen’s Sauna in Chatswood which included a “happy ending”. He wrote: “Massage was really awful. Clearly, she had no experience as [a] masseuse but I was not there for massage anyway.”
