Parking on Private Land Appeals (POPLA) is an independent appeals service, set up in the wake of The Protection of Freedoms Act 2012, for motorists who wish to challenge tickets issued by private companies on private land.

 

POPLA was set up by the British Parking Association (BPA) which represents solely the interests of its members, the private parking companies.

 

The appeals process is described on the official POPLA website here:

It's straightforward and factual, but doesn't always give the whole picture.

 

For example, it says that any appeal decision is binding on the operator, but fails to make clear that decisons are not binding on the motorist.
